   It\’s the border, stupid.

   On its sign outside. I tried to get a cellphone camera pic of it, but the light was bad. I\’ll get one though.

   Most of those 40 million kids are in a vehicle that weighs over 10 tons. If a 50 MPH SUV hits that bus, half of those kids won’t notice unless they hear the noise. Seatbelts are required in the lighter busses.
